The date commemorates the approval of the Statute of Autonomy of La Rioja, sanctioned by Organic Law 3/1982, of 9 June, the basic institutional norm that allowed the region to officially establish itself as an autonomous community within Spain. It is, therefore, an autonomous, civil and institutional festival, not religious or local, that celebrates Riojan self-government and its historical identity.
The Statute is also known as the Statute of San Millán, a name that links the Riojan autonomy with San Millán de la Cogolla, one of the most symbolic places in the community and closely linked to the history of the Spanish language. The Day of La Rioja itself appears, along with the flag, the coat of arms and the anthem, among the official signs of Rioja identity included in Law 4/1985.
Although La Rioja is popularly associated with wine and gastronomy, its autonomous day is not born from the grape harvest but from the institutional recognition of its self-government. It is usually celebrated with institutional events, cultural activities and festive events throughout the community.
