Each unique weekday holiday earns 1 point; Monday and Friday add 0.50 for an automatic long weekend; Tuesday and Thursday add 0.25 for bridge potential. Weekend holidays add no points. The result is normalised to 0–10 against a fixed ideal of 14 weekday holidays, all on Monday or Friday.
A municipality is ranked only when exactly two distinct local dates are present. Partial and anomalous records remain public, but do not distort ranks, averages or inequality metrics.
